New State Food Waste Recycling Mandate (SB 1383)
By now you've heard that the state of California passed Senate Bill 1383 requiring all California residents to recycle their food waste, which reduces greenhouse gas emissions that impact air quality. Senate Bill 619 was passed, giving cities additional time to tailor more effective food recycling programs and resources benefiting residents. What is Senate Bill (SB) 1383
In 2016, the State of California passed Senate Bill (SB) 1383, California’s Short-Lived Climate Pollutant Reduction Strategy, which aims to reduce methane and other greenhouse gas (GHG) emissions statewide. To meet this goal, the bill establishes two targets by 2025:
- A 75% reduction of statewide food waste disposal from 2014 levels
- A 20% or greater recovery (for human consumption) of edible food currently disposed of in California
SB 1383 is overseen by CalRecycle, while the implementation is managed by individual jurisdictions (i.e. city, county, or special districts). In order to meet the goals of SB 1383, all jurisdictions are expected to implement ordinances, franchise requirements, and other regulations as necessary to achieve compliance.
On November 8, 2021, City Council Meeting, City staff provided an overview and analysis of programming and resource needs for Senate Bill (SB) 1383 compliance. Per SB 1383 Regulations, the City Council adopted the ordinance that requires food waste recycling for all Upland’s residents and businesses to comply with the new regulations. On major holiday weeks, collection service will be delayed by one day beginning the day of the holiday through Saturday. Otherwise, if the observed holiday falls on a Saturday or a Sunday, your collection will not be affected. The 6 major holidays are Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas and New Year’s Day.
Hazardous Waste can be disposed of at the City's Household Hazardous Waste (HHW) Collection Center.
- The program is located at the Upland City Yard and runs Saturdays from 9:00 a.m. to 2:00 p.m. with some exceptions.

The City recently mailed out a Prop. 218 Notice of a Public Hearing on Solid Waste and Sewer Rates to City customers.
Free Christmas Tree Mulch
This holiday season Burrtec's Material Recovery Facilities (MRF) are offering free Christmas tree mulch! Collected trees are delivered to Burrtec's Material Recovery Facilities (MRF) locations where they are off-loaded, processed, and transformed into renewable rich, nutrient products such as Christmas tree mulch. The City of Upland uses the Christmas tree mulch for landscape, parks, gardens, and open spaces while reducing landfill space and greenhouse gas emissions.
It is available through the end of January and will be offered on a first-come, first-serve basis, and at no cost to Upland residents while supplies last. Regular green mulch is also available at no cost.
