2026 Legislative Platform

The City of Upland recognizes the importance of proactive legislative engagement to protect and advance the interests of its residents and business community. The City’s Legislative Platform establishes the guiding policy principles and positions that support the City’s mission and strategic goals and serves as a framework for coordinated advocacy efforts at the federal, state, and local levels. Adopted by the City Council on January 12, 2026, the Platform provides clear policy direction to the City Council, City Manager, and staff, enabling legislative and regulatory issues to be addressed in a timely, consistent, and effective manner.

 The purpose of the Legislative Platform is to formalize the City’s positions on identified legislative issues and streamline the legislative approval process by reducing the need for repeated City Council direction on matters that have already been reviewed and approved. The Platform is developed and updated based on City Council goals and priorities, analysis of legislative proposals, input from City Council and staff, research into existing and proposed laws, and coordination with the City’s legislative advocates. When federal or state legislation aligns with the Platform or with previously adopted City positions, City staff may prepare and submit position letters with the authorization of the City Manager.
