Redevelopment Department

Redevelopment, under the California Community Redevelopment Law (CCRL), is a tool created by state law to assist local governments in eliminating blight from a designated area known as a project area. Through redevelopment, a project area will receive the financial investment it needs to reverse deteriorating trends; attract new jobs and businesses; stimulate development of downtown improvement programs; create more affordable housing; reduce crime; and gain active participation and investment by citizens.

The Upland Community Redevelopment Agency was adopted on November 2, 1981 and is made up of members of the Upland City Council who also serve as the Agency Board of Directors. Upland currently has one redevelopment project area referred to as the 2006 Amended and Merged Redevelopment Project Area which consists of seven sub areas located throughout the City. The project area is approximately 1,874 acres in size.

The Agency was established for the primary purpose of effecting the elimination of blight and stimulating the City's economic base through development of new public improvements, commercial and industrial projects, and affordable housing. Consistent with the redevelopment plan’s goals, the Agency is actively involved in many projects and programs that include:

   · Commercial Rehabilitation Programs
  
· Economic Development Business Attraction and Marketing Programs
   · Capital Improvement Projects
  
· Affordable Housing Programs
   · Asset Management
