Building and Safety Services

The Goal of the Building and Safety Division is to provide quality services to the community in a manner that is efficient, knowledgeable, and helpful to the public. The Building and Safety Division promotes and ensures that all new developments in the City of Upland are constructed in accordance with the highest standards of safety and that all existing structures are maintained in a safe condition.

Counter Hours

The Building counter is open Monday-Thursday from 8:00 a.m. - 5:00 p.m.

Permits can be submitted online through the Citizen Self Service Portal at any time and will be processed during regular business hours in the order they are received. Please note: permits and applications will not be reviewed during our winter closure.
